The Effect of an Expansion of Preschools on Intergenerational Transfer in China

Abstract
In China, there has recently been both a promotion of Early Childhood Education and Care at the national level and a rapidly aging population. However, few studies have explored the linkage between elderly care and child care, as well as the impact of preschool expansion on intergenerational dynamics. This study utilizes a difference-in-differences approach to understand the causal impact of the preschool expansion policy on financial and time transfers between grandparents and parents. By exploiting cross-family variations in policy exposure, this paper finds that preschool expansion decreases the time transfer from parents to grandparents but not the other way around. In subgroup analyses, the decrease only exists for grandmothers but not grandfathers. The study finds no impact on the patterns of financial transfers between grandparents and parents.
