Teacher Salary, Teacher Quality and Student Achievement in Hong Kong, Singapore and Taiwan

- Scores on the Trends in International Mathematics and Science Study (TIMSS) reveal comparatively high achievement among students from Hong Kong, Singapore and Taiwan. This study aims to explore the relationships between teacher salary, teacher quality and student achievement in these societies. Do teacher characteristics function in similar ways across these contexts in relation to student achievement in mathematics? Are teacher salaries determined consistently as a function of teacher quality? Based upon my findings, I am able to calculate the cost-effectiveness of teacher salary paid for different teacher qualities and suggest alternative systems of rewards to maximize the effect of teacher salary on student achievement. The results show that teacher qualities affect student achievement differently in these three societies, but the salary patterns are somewhat similar, which means teacher salary determination is not based consistently on standardized teacher characteristics. When the unit cost of teacher characteristics is considered that a school needs to pay, these three societies show different patterns of teacher salary determination relative to the effects of teacher characteristics on students’ achievement.
