Abstract
Potable water reuse is confronted with persistent acceptance problems. Whereas many technological challenges have been solved, the social context of this disruptive innovation is not well understood. Existing efforts take a psychological ‘acceptance’ perspective and focus on overcoming the end-user’s ‘yuck-factor’. This project complements this narrow approach with a broader ‘legitimacy’ framework. It analyzes public perception of potable reuse from a historical, sociological perspective. Through a comprehensive reconstruction of California’s potable reuse history and an in-depth analysis of successful and unsuccessful legitimation strategies it creates novel analytical approaches and practical recommendations for supporting this innovative water technology.
