Abstract
This thesis explores the potential of trade protectionism tools, such as import tax, in creating more viable literary infrastructures for postcolonial countries. The compounding effects of colonization and their continuation within global capitalism has created a “one-way flow” of global communication and cultural products—which especially affects formerly colonized countries. What can be done in the realm of policy to ameliorate some of these effects, and to facilitate more agency for postcolonial countries to regain control over their own means of literary production? This thesis analyzes historical and current practices of literature’s import and export, with a focus on the case study of Malaysia, to identify areas where a policy intervention could be effective in increasing the production and distribution of local stories for local readers. It combines quantitative and qualitative methods to look for trade policy solutions that can enable better platforms for postcolonial literary voices that might otherwise go unnoticed, whether by the global market or by local readers within their own countries.
