- Abstract
- This is the case of the ecosystem services provided from the upper basin of the Huallaga River to the Chaglla dam in the department of Huánuco, Peru. The hydrological ecosystem services of the basin allow, among other activities, the irrigation of crops, agroforestry production, and the development of tourism. Given the growing demand for clean energy, the Huallaga basin is being used for hydropower generation. However, these very important hydrological ecosystem services are threatened by climate change. This requires that governments – together with the participation of local actors – develop policies, plans and programs for land management, watershed management and the conservation of ecosystem services, balancing the needs of different actors and sectors to avoid or reduce socio-environmental conflicts. Good agricultural management and good practices, as well as the identification and implementation of protected natural areas, can help resolve some of the potential socio- environmental conflicts around the use of water. This document analyzes the enabling factors, obstacles, and key actors for the implementation of payment schemes for ecosystem services and investments in natural capital based on an analysis of the regional context with particular emphasis on the socioeconomic and socio-environmental situation of the population in Huánuco.
