The Question of Palestinian Higher Education. The Promise of Recovery

- This qualitative study seeks to understand how higher education contributes to post-conflict recovery in the Palestinian territories of the West Bank and Gaza Strip. Using semi-structured interviews with 15 Palestinian academicians and policy document analysis of Palestine’s Education Strategic Plan 2017–2022 as the primary strategies of inquiry, I explore how universities, as spaces where collective commitment is fostered, induce, or hamper human development in conflict-affected contexts. Adopting an approach based on grounded theory, three interrelated themes were identified in the raw data that could influence the advancement of human capital: labor markets, curriculum changes, and state-building. Results reveal that the current system of higher education has little to no influence on the post-conflict recovery on Palestinian society, especially in Gaza. This study provides a timely contribution to the ongoing debate on whether higher education should be prioritized in the country’s strategic development plans and education assistance from the international community and aid donors.
