Abstract
This thesis presents a history of domestic worker rights in Brazil between 1922 and 1972. Between 1922 and 1937, activists almost secured protections for household workers along with other urban laborers. Between 1937 and 1960, the Labor Ministry bureaucracy made a technocratic decision to exclude them from labor laws and Social Security. Between 1960 and 1972, a combination of activism and technocratic goodwill secures household workers with their first set of enforceable rights. Beyond household work, the thesis describes the inner workings of the Brazilian Labor Ministry bureaucracy during the mid-twentieth century.
