College and Prison Partnerships in California: An Exploration of Program Characteristics

Abstract
While there is near universal agreement that access to higher education in prison has a positive impact on incarcerated individuals, we lack an understanding of how these programs present themselves to the public and what they provide students. An increasingly common strategy to improve the quality and scope of prison education programs has been the establishment of partnerships between prisons and local colleges and universities. The purpose of this study is to examine the current landscape of postsecondary prison education programming in California by exploring sixty program websites. I analyze the sites for the narratives the programs present about themselves and examine what services and resources are depicted as being offered to students. Through content analysis, this research reveals program variation in terms of their depicted offerings. This speaks to critical issues regarding equity, access, and opportunities in prison education, particularly when viewed through the lens of reproduction theory. The study underscores an urgent call to action for enhanced standardization, transparency, and equity within the field of prison education.
