- Abstract
- This study presents a policy framework for the development of water supply portfolio diversification standards using a combination of regulatory and market incentives modeled after renewable portfolio standards and cap-and-trade schemes in other sectors. We demonstrate the importance of defining appropriate regional goals, promoting coordination, and facilitating transparency on the outcomes of such a policy. This work shows potential cost and resilience benefits, and highlights a range of important policy design considerations.
