Abstract
This thesis seeks to understand the current status of Korean public diplomacy based on the thorough examination of various kinds of power concepts such as soft power, smart power, and network power. Given that Korea is perceived as a middle power in international relations, the paper begins with diagnosing whether concepts of soft and smart power coined by Joseph Nye for the better outcomes of the U.S. public diplomatic activities can be applied to the public diplomacy of middle powers like Korea. On the basis of the existing Korean scholars' works on Korean public diplomacy, it has become clear that a middle power needs different kinds of power concepts and the optimal alternative can be network-related power. Thus, this thesis analyses the features of the current Korean public diplomacy system after the enactment of the ROK Public Diplomacy Act and the first master plan which is supposed to be designed every five years by the Ministry of Foreign Affairs. In conclusion, the centralized system generated by the Public Diplomacy Act can be conducive to improving Korean public diplomacy on the whole by overcoming the problems caused by the absence of control tower and helping to obtain stronger network power. However, there are still substantial shortcomings in the first master plan. The thesis suggests some ideas to improve the current system as well as the master plan.
