Free Secondary Education in Ghana: Investigating the Relationship Between Achievement, Scholarships, Rurality, and Gender

Abstract
Access to free secondary education is expanding across Africa, leading to a surge in enrollments and improved student access. Economists are leading experimental studies to test the impacts of free secondary education in African countries. Ghana is one of the few African countries participating in randomized controlled experiments (RCT) to understand the impact of secondary school scholarships on educational attainment. This study utilizes data from one of these previous studies to examine the relationship between free access to secondary education and achievement by rurality and gender. I first create a rurality variable to analyze the nuances of districts with urban proximity and districts in isolated areas. Using linear regression models, I then use scholarship data to explore how free access interventions correlate to achievement. The findings lack a statistically significant relationship between scholarships and students’ achievements. This implies the need for further studies focused on rurality and gender.
