Technical and Vocational Education and Training at the High School Level in Brazil: The Common Core Implementation in Two States

Abstract
This qualitative study seeks to understand how two Brazilian states are implementing the Technical and Vocational Education and Training (TVET) policy at the high school level after the passage of National Common Core Base (BNCC). Using semi-structured interviews with policymakers and partner implementors and document analysis to support interviews, this study sheds light on the experience of case studies from São Paulo and Rio Grande do Sul. The analysis shows many common challenges among the states related to course offerings and curriculum, teacher hiring, training and integration, and general challenges of BNCC. Regarding differences, São Paulo has a faster and broader implementation, which has led the state to experiment with more models, while Rio Grande do Sul is implementing many small pilots. Recommendations include flexibility on TVET curriculum hours, more financial and technical support from the federal government, and a long-term plan for the training and recruitment of TVET teachers. If TVET programs are run by a partner institution, it is also recommended that a strong and enduring relationship with regular schools is established for integration. This study provides a timely contribution to the current implementation of BNCC and TVET as one of its possible tracks.
