Abstract/Contents

Abstract: The Centers for Medicare and Medicaid Services (CMS) licenses and regulates the industry every skilled nursing facility (aka nursing home) that accepts payments from Medicaid or Medicare. About 15,000 such facilities operate in the United States. A smaller number of facilities only accept private payments and are not regulated by CMS but might be covered by state laws. This dataset compiles the daily staffing levels of those facilities in 2023 and additional fields to compare those levels with the Biden's minimums proposed and research recommendations.

Yet, the Centers for Medicare and Medicaid Services has never required specific, numeric staffing minimums for care per resident. Over the first 90 days of 2023, only 141 of the nation’s nearly 15,000 skilled nursing facilities – less than 1% – met two core standards of the draft rule, according to a USA TODAY analysis by reporter Jayme Fraser.
