Walking the Line: Serbia, Democracy, European Union Membership, and an Independent Kosovo

- In 2000, Serbia experienced a democratic breakthrough as part of the global ‘third wave of democratization.’ During the following democratic consolidation process, Serbian political leaders indicated their desire to strengthen the country’s relationship with the European Union, and Serbia became an EU candidate country in 2012. To become an EU member country, Serbia is required to meet conditions such as democratic reforms and a resolution to its conflict with Kosovo. However, under current President Aleksandar Vucic, the country has moved closer to authoritarianism without making tangible progress on normalizing relations with Kosovo. This thesis attempts to answer the following question: does Vucic have any incentive to resolve the Kosovo issue, given EU membership is conditional on democratic reforms in addition to normalization of relations with Kosovo?
