Abstract
Wealthy nations pledged, first in 2009 and again in 2015, to mobilize $100 billion a year to support developing countries in curbing their emissions and adapting to the effects of climate change.
Where did this money go?
To find out, Reuters and Big Local News created a database of the contributions countries claimed toward that pledge. Reporters extracted and combined information from reports the nations submitted to the U.N. Climate Change secretariat.
Each record is taken from biennial reports countries have reported to the UNFCCC: Fifth biennial reports (https://unfccc.int/BR5), Fourth biennial reports (https://unfccc.int/BR4), and Third biennial reports (https://unfccc.int/process-and-meetings/transparency-and-reporting/reporting-and-review-under-the-convention/national-communications-and-biennial-reports-annex-i-parties/biennial-report-submissions/third-biennial-reports-annex-i).
The dataset covers more than 44,000 contributions from 2015 to 2020, the most recent year available. It represents contributions reported by 38 wealthy nations and the European Union that participated in the design of the U.N. Roadmap to U.S. $100 Billion (https://unfccc.int/sites/default/files/resource/climate-finance-roadmap-to-us100-billion.pdf).
Reuters and Big Local News release the dataset and additional documentation for 74 projects featured in the investigation (https://www.reuters.com/investigates/special-report/climate-change-finance/).
