Power and Legitimacy in the Internationalization of Brazilian Universities: A Qualitative Analysis of Institutional Internationalization Plans

Abstract
This article explores how Brazilian universities selected for the CAPES-PrInt program consider power dynamics and institutional legitimacy when internationalizing their institution. PrInt is a program of the Brazilian government that funds 36 elite universities to carry out unique internationalization plans over four years. This qualitative study analyzes the Institutional Internationalization Plans (IIPs) of ten universities selected for PrInt. The study found that universities highlighted rankings, visibility, and institutional branding; strategic partnerships with the Global North and Global South; strategic priorities of science, technology, and/or English; and internationalization as social good in their IIPs. The universities took one of three approaches to considering power and legitimacy in their IIP: a strategic/pragmatic approach, an “ecology of knowledges” approach, or a combination of the two. This study demonstrates the importance of universities developing reflexive critical consciousness in their internationalization decisions.
