The exercise takes the form of a "live" simulated set of negotiations among teams of students, where each team takes the part of a different member state of the European Community. To assist in this process of negotiations, Lotus 1-2-3 Templates provide quick access to results of a proposed "reform".
The quick access to the economic analysis of various outcomes through the spreadsheet model allows the student negotiators to focus on two major aspects of European agricultural policy: the annual setting of prices, and the current attempt to "reform" the policies to reduce program costs.
