The Effect of Net Neutrality on Broadband Markets in the U.S.

- Net neutrality is the principle that Internet providers should treat all data as equal. In 2017, Ajit Pai was appointed as the chairman of the FCC, marking an enormous public debate on the merits of net neutrality in the United States. In December of 2017, the FCC voted to reverse Title II regulations with the new rules being in full effect by June 2018. This vote repealed net neutrality rules established in 2014 and has not been reinstated on a federal level to this day. In this project, I will be analyzing the competitive effects of repealing net neutrality under different competitive circumstances by comparing price and data changes during the periods prior to and following the repeal of net neutrality in 2018 and after the implementation of net neutrality in 2015. By using Form 477 from the FCC and business filings, I will be doing an event study to find significant changes in reaction to the policy. Areas with different amounts of competing ISPs are expected to have different reactions to net neutrality’s repeal. This would also have greater implications for competition in Internet markets and the need for regulation
