The effects of government policies on individual education, labor market and health outcomes

- I examine the impacts of a state government policy in California, and two national South African government policies on individual outcomes. In Chapter 2 we find evidence that California's Paid Family Leave (PFL) program improved child health outcomes in kindergarten with the greatest improvements experienced among children from less advantaged backgrounds. Chapter 3 demonstrates that the additional income from the South African means-tested unconditional cash transfer program, the child support grant, increases enrollment among all female children and decreases work inside the home for older female adolescents. Lastly, in Chapter 4 I find that the South African need-based college loan program, NSFAS, significantly increased the probability of graduation, and reduced the time taken to complete the qualification among those who graduate. These findings suggest an important role for government intervention in reducing inequality and increasing intergenerational mobility.
